The Juneau Borough Municipal Clerk at 155 S. Seward Street handles general municipal public records requests, including borough meeting minutes and administrative documents. Court case records are a separate matter handled exclusively by the clerk of court at the Dimond Court Building. These are two different offices with different records. Make sure you're contacting the right one for what you need.

Note: Vital records like birth, death, marriage, and divorce certificates are not maintained by the court clerk. Those are filed with the Alaska Division of Public Health and must be requested through a separate process.

What Civil Cases Are Filed in Juneau

These include divorce, legal separation, child custody, child support, and spousal support. Civil protection order petitions, including those involving domestic violence and stalking, go through both courts depending on the circumstances.

All of these cases generate files that are open to the public unless sealed by court order.

Small claims cases for amounts up to $10,000 are handled by the District Court and follow a simpler process. Forms for small claims are available at courts.alaska.gov. For federal civil matters involving Juneau parties, the U.S. District Court for the District of Alaska is the proper venue. Federal civil court records are accessible through PACER.

Public Access to Juneau Civil Court Records

Under Alaska Rule of Court 9.1, court records in Juneau are presumed open unless sealed by a court order or made confidential by statute. This presumption of openness means any member of the public can request and review civil case files. Sealed records include adoption proceedings, certain juvenile matters, mental health commitment cases, and records sealed by specific court order. Grand jury proceedings are also exempt from public access. If a record is sealed or restricted, the court maintains a public indicator showing the case exists but not its content.

The broader legal framework for public records in Alaska is found in AS 40.25.110, part of the Alaska Public Records Act. This statute gives every person the right to inspect public records held by state agencies, including the courts. The APRA process requires agencies to respond within 10 working days of a written request. For more on submitting a records request under the APRA, see law.alaska.gov.

The Alaska Administrative Rules 37.5 through 37.8 also govern court record access. These rules define what counts as a case record and an administrative record, what is excluded from public access, and how the courts balance openness with privacy. A civil case file typically includes the petition or complaint, answers, motions, orders, and the final judgment. These are generally all public documents.
